Hugo Swinnen

Hugo Swinnen is Manager for International Affairs at Verwey-Jonker Institute. Drs. Swinnen studied sociology at the University of Louvain, Belgium. M.Sc. in 1975. Language skills: Dutch native speaker, fluent in French and English, good knowledge of German.

Apart from the overall co-ordination of cross national projects, he is actively involved in different projects on local (urban) social policy and on citizens’ participation in European countries. He did research work in different domains of social policy, notably on poverty, long term unemployment and local employment initiatives. From 1993 until 2000 he was Research Manager of the Department for Policy and Administration at the Verwey-Jonker Institute. He supported local administrative and policy innovations through research, developed models for self-evaluation and for interactive policy development. On proposal of the Netherlands Ministry of Social Welfare, he was appointed International Relations Attaché of the European Centre for Social Welfare Policy and Research in Vienna (Austria) in 1999. Hugo Swinnen also taught comparative study of social policy in Europe at the University of Lille (France) from 1993 until 2000 and he is actively involved in different European research and policy networks, such as the European Social Policy Analysis Network (ESPAnet) and Eurocities.
